Like they were going to keep it to themselves and not mass market it? The objective of any company is turn a profit and they cannot do that by only manufacturing stuff for themselves or a select few. The hole premise of now available to the civilian market is BS!

They have to bring it to the civilian market to actually turn a profit and subsidize the government sales. I believe most military and LE contracts are at or just above break even. The manufacturers use the contracts to market their products to civilians.
